This is footage of Tanukikoji, Sapporo's covered arcade, and is a different page from Sapporo Station. The camera is labeled as archive footage rather than a live feed. The arcade runs about one kilometre through central Sapporo and began as a market in 1866.

Tanukikoji is a covered shopping arcade that runs east-west through central Sapporo for roughly one kilometre, and its origins date to the 1870s when merchants set up stalls along the irrigation channel that became the Sosei River. The arcade's glass-and-steel canopy was added in the postwar period, and the covering is practical rather than decorative, protecting shoppers from the snow that falls from November to March. The name Tanuki refers to the raccoon dogs that were reportedly common in the area before development. Watch the arcade and the foot traffic tells you the time of day more reliably than a clock, with the lunch and evening rushes creating patterns that repeat with the precision of a city that was built on a grid.
